On 5 of May IMF representative in Afghanistan Mr.Josua Charap arrived
in Tbilisi. On the next day 6 of May at 10.00 we started seminar “The
role of IMF in forming monetary policy of transitional economies and its
activities in Georgia with guest speakers Mr.charap and Resident representative
of the IMF in Georgia Mr. Christiansen.

On 16 of May 2005 the seminar on ”History and General Outlines of Human
Rights” was organized by the alumni council of Georgia. Guest speaker
on the seminar was Mr.Teimuraz Nergadze Member of the Human rights committee
of the parliament of Georgia.

On 4 of June 2005 was organized alumni reunion event. 23 Alumni of different
training courses attended the Alumni Reunion event. Dr. Warner opened
it with welcoming remarks. It was a great opportunity to collect all the
Alumni Council together.

On 6 of June 2005 the “Workshop on Political and Social Rights in Georgia” was organized by the Alumni Council of Georgia. Guest speaker on the seminar
was Mr. Levan Berdzenishvili, Member of the Human rights committee of
the parliament of Georgia. (Former political prisoner) The seminar and
discussions instead of three hours lengths 4 hours and were very interesting
for the participants.

On 3 September was organized Alumni Reception. The reception was aimed at bringing together
all alumni.

On 28 October the workshop on “Audit of State Institutions, (International Experience)" was organized by the Alumni Council of Georgia.
Location - Hotel Vere Palace
Language of the seminar: German translated into Georgian
Duration - 3 hours.
Topics elaborated are: structures of audit of state institutions in foreign countries and in Georgia ; Composition of Chambers of control in Georgia, Power of Chambers of control in foreign countries and in Georgia; Ways of audit of state institutions; Treatment of confidential information.
Most relevant questions/answers:
1) In which way acts audit system of governmental institutions internationally? What is difference with Georgian system? In different countries auditing organ is independent from state control. Political power could not enforce auditing organ do something as political power wishes. For example in Germany speaker of parliament can ask auditing body to do something but president of auditing organ is free in his or her decision and may say no. In mane cases this is real fact.
2) In Georgia there are some field, which are closed for inspection and consideration, what is the case in other countries for example in Germany ? In Germany everything is open for audit. No one field is closed for inspection and audit. There were cases in earlier times then some officials from defense system would like to close some fields for inspection but constitution court ruled that right of inspection was guaranteed by constitution. The same case is in Georgia too. In Georgian constitution is written that Chamber of control could inspect every field, but there are decision of parliament of Georgia to close some purchases of Ministry of Defense of Georgia.
3) What kind of systems exists internationally for monitoring of implementation of decisions of Supreme Audit Institutions?
Initially chamber of control makes recommendations for governmental institutions to correct their mistakes. After the certain period second round of audit is conducted. If there were no improvements, the chamber of control will submit information to the national legislative body. Main function of chamber of control and audit of state institutions is to raise efficiency. In Georgian reality this system acts in different manner.
4) How we can evaluate behavior of government institutions after the rose revolution?
There are some improvements, but to do more will be needed.

On 24 of December 2005 visiting orphan's home with limited Ability children “First Step” located in Digomi suburb of Tbilisi and give them Christmas presents. There live 24 children. All of them are children with limited ability and their nurses and teachers try to develop their skills. To help them in getting being the full members of society in the future. On the behalf of Cabir and SDC, Alumni council of Georgia brought to the orphans home Christmas tree with toys and Christmas decorative bumps, as well as balloons, sweets and fruits. As we have been informed early their need was some kind of stationary, but after we found out that they don't have Fare tree and ask Santa Clause to bring it. So Alumni COuncil decided to make them happy and present Christmas tree and presents, which they will use in the future as well. We can not transmit happy faces we have seen there. They all were kissing and hugging us. And all the time repeat to thanks all participants of this event. After we together with kids decorated Christmas tree and children sang some songs.
